1) file form I-90, with $450, (if you choose never recived card in one of the options, you don't need to pay that $450, however ...)
2) take receipt with you, and go to do the infopass, you can get stamp on your passport as a temp residency card (remember, without your I-90 receipt, they won't do it for you)

I really suspect the USPS carrier, I claimed lost, and the carrier insisted that the mail has been put into my locked mailbox. And I heard the card can be sold with a good price before the card has been reported lost (before you file I-90 with $450), after that the card number will in a watching list.
