premium processing 也要在365天前申請，是吧？

-Don't know what you mean. You only can file your H1 extension in advance up to 6 months before your current H1 expires. You can put the new H1 extension effective date on the date when your current H1 expires. You can use premium processing by filing I-907 together with your H1 extension petition filing.
