Cannot. My father-in-law applied twice in Canada (one in 2009 and one in 2010, after 10 months in Canada). The visa officers stated he had not established permanent residency in Canada and he had to go back to China to apply. I know it was doable a couple of years ago, and I believe it is not doable now.
