Use PPS to get H1 extension beyond 6 years limit using AC21 106(a) or 104(c), upon approval, you can return to China to get H1B visa and your hu*****and gets H4 visa. You can both return to US and he can work using EAD.  You can evaluate whether to refile I-485 or not (because his current I-485 may already be at risk of denial due to abandonment) after you both return to US.
