I really do not undertand why your spouse's I-140 took so long long time to process. He should have used premium processing to get the result abut 9 years ago, and if the I-140 were denied due to the employer's ability to pay for 2001, he should have had a chance to reilfe the labor certificate/PERM again after 2001. It seems the lawyer is very bad and very inexperienced in his/her professional.
