Not familiar with the rules. Can an agency offer me a secretary type job and apply H1B for me? I have my PhD degree.

-You said you are Ph.d student, right? How can a company/agency hire a Ph.D. holder to be a secretary whcih may not need a bachelor degree? If the agency can justisfy that (convince USCIS), you will be fine. Otherwise, you can not get the H1 status based on the secretary job.
