After you left US and got a non-immigration visa to reenter US, it is equal to your first time to enter US. So, you do not need to file AR-11 even if your new address is different the one before you left US. For example, you lived in AZ and then, you went to China for one month and then, you got an H1 visa to enter US and live in CA, you do not need to file AR-11.
