The consulate/embassy will deny her F1 or B2 visa because of the immigration intention. It's stated under Emergency Travel of USCIS website. The correct way, suggested by Emegency Travel is to apply an emergency AP at local office just like what teacher 8 said.
One can switch to F1 from AOS or B2, but if they do, they have little chance to get F1 visa stamp when they leave the states.
Realistically, LZ daughter can try H1 or other dual intention visa types if she can find a job in the states. The last resort is Family based 2B which has cut off date in 03 right now. Of course, wish the best that the green card will be approved regardless of this unfortunate episode.
