What does this mean "surrendering the I-94 which was being used to process the new application, the application is sometimes dropped by USCIS"?

-Need to know 上下文 together to tell what it exactly means.

Does that mean if I applied for a new visa and put him together with the applicaiton, our application will be dropped?

-No.

 However, we would be fine if we didn't apply for his new visa?
