請教各位老師，我們想到大使館做一份孩子的出生認證回國用。大使館人員說要拿到美國國務院的認證之後他們才能給做認證，我查詢了一下需要做3級認證，我的問題時做開始是直接把出生證拿到州務卿辦公室就好了，還是要自己弄一份中英文翻譯件給他們呢？

-Not need 中英文翻譯件 and the Chinese Embassy/Consulate does not care about it. They just 認證 the 美國國務院的認證 of your kid's birth certificate (make sure it is true). If Chinese local goverment needs the translattion version, you just ask the Notary Department/Company in China to do it for you after you live in China.
