請教專家，在美國念完大學回國，學曆需公證嗎？怎麽辦理?

侄女大學畢業回國。但聽說她的學曆或所讀學校需領事館證明，才可在國內予以承認。中領館有辦理嗎?她人不在，可辦理嗎？怎樣辦理？請有此經驗的過來人指點一下？謝謝。
