A question on visa interview in GuangZhou

My friend and her daughter, 16-years-old, are applying visas to US. They are in GuangZhou. My friend called the GuangZhou embassy and she was told her daughter cannot be interviewed at the same time with her. Does anyone here know if there is true in GuangZhou? My parents got their visa interview at the same time in Beijing Embassy. Thanks.
