The only risk after you submit your I-140, you may wait for long time. During your waiting time,you may not be allowed to renew your TN Visa.
-USCIS recenlty changed this rule and now I-140 filing does not affect TN renewal, but only I-485 filing does.
So that's why TN holder first change TN to H1-B and then apply for PERM
