So far the H1B transfer to an manufacturing company can't be filed.
It's confirmed by an immigration attorney that I am OOS for more than 180 days (due to one irresponsible sentence on August 2th sent to USCIS by my IPO officer who just made a honest mistake then and later just too lazy to inform others about what she had done).
It looks like there will be no punishment from USCIS to the employer (my school). I am the only one suffering from the stupid mistake made by an unqualified IPO employee.
