why notify US Consulate in Montreal Canada? will I go out to apply for visa and get the I-94? --- This is the key concern. Thanks!

-I remember you went to Canada for the H1 visa before and your H1 visa application was pending there (The Consulate did not approve it at that time, but not denied it either) and then, you returned to US. Am I rigrht? If so, the US Consulate in Canada just inform you now that your H1 visa application in this US Consulate was denied. Do you still feel strange about that?
