我的問題是: 可不可以140 485隨9089一起遞交？還是必需一步一步來?

-No. The PERM has to be approved first, then file the I-140 including the approved PERM. Then, you have to wait for the priority date to be current to file I-485 which may take about 5 years for the Mainland China-born applicants.
