-You can file h1 petition any time after the LCA approval before the LCA expires. But the maxium of LCA validity is for 3 years, so if you file the H1 petition late using this LCA, your h1 duration can not be 3 years at the maxium. So, you had better put the LCA effectiv date as the same date as the H1 effective date.
