Initial H1B visa application

Would anyone who have applied for his/her initial H1B visa stamp in the US consulate in Shanghai in the recent months share his/her experience?

I am wondering if the probability of being checked is high for anyone (with H1B approval) who tries to apply for H1B visa stamp for the first time. Compared to applying in China, is applying for H1B visa in Cananda/Mexico consulates a better idea?
