Help! Please; RFE: birth certificate

My friend and his wife  got their green cards.  However, his daughter was required to provide a copy of offical birth certificate, saying the certificate from the Hospital is not enough (GONG ZHeng Shu was provided too, looks not enough).

 

the problem is there was no official birth certificate at that time.

Anyone knows how to resolve this problem?

Please help.  Thanks!
