she is born in 1986, her mother applied for immigration Visa in 2000 through F4(Brother/Sister of US citizen). She is 24 years old now, Can she come to US with her mother or she is old (over 21), she was only 15 when her mother file I130.

The I130 was filed in 2001, and approved and sent to visa center in 2009,
now both mother and daughter got a notice to file visa application.
I just wonder if the daughter still qualify for the immigration visa
