Option 1, write support letter by yourself, talk to your boss to get a signature. Tell your boss, this is request by Chinese Embassy, without this signature, you cannot get waiver.
Option2, apply for community college to get new I-20 form(F1 visa), then you can start your waiver, after waiver, J2 can get H1B visa.
