弟弟一家的所有材料已在11月5號到了廣州領事館，最近剛聽說F4後退兩年（他們是2001年1月申請的），

-The PD cuff-off date for F4 in Feb. 2011 is Jan. 1, 2000.

小侄兒將在5月滿21歲，要是過了還能來嗎？心裏沒底，請各位大師指教，謝了。

-It is still fine.  Child Status Protection Act (CSPA)  age is the child age at the time PD is current plus the I-130 pending time. So, if the I-130 for your brother took 3 years to be approved, then the child still have 3 years to go to be out of age. So, just check when the I-130 was approved (how long the I-130 was pending), then you can know how long the child still can wait for the PD to be current.
