I am not familiar with your cases in U.S., however, in Canada, people usually submitted their application with Police record in China first and wait for the second letter to do police record in Canada.

I believe you do need to update your family information regarding to your new born baby. Check your first letter, they should state sth. on it. I did that by mail, because faxed page is not very clear due to the background colour they used here in Canada.
