USCIS has already known my friend has got a master degree, he inital applied his h1 with his master's degree. If my friend apply for the h1 quote with his bachelor degree only for lower previllian wage requirement this time, is USCIS going to be ok?

-It is fine for a Master holder to apply for the bachelor required job.
