Thanks for you reply. I'd like to see you and other people can reach same conclusion because after all the research I can only GUESS it means we need file to Dallas lock box.

The pdf i485 instruction mentioned EB "skill worker" shall file directly to NSC or TSC, but not mentioned anyother EB. the website i485 form downloading introduction says Currently Dallars accepts I-485/I-140 concurrent filing, exdcept for "skilled worker", not mentioned Phoenix. Only the "related link" page (I copied in my original post) says "All other type" file to Dallas, in a bad desinged table (re-align left and right column by GUESSING).

Why can't they make it simpler clearer?
