最近準備自己file I-140 (EB1A)。 看了一下USCIS的I-140 instruction,比較糊塗。在where to file 裏麵講到：All Form I-140 Petitions ... must be filed at the USCIS Dallas Lockbox facility...

記得以前沒有Dallas lockbox,是不是現在有新規定了？我現在在the state of New York工作，到底應該file I－140到Dallas Lockbox還是USCIS TSC？多謝老師們指教。
