You said your parenst were the J1 holder for more than ten years ago, and I want to know after they finished the j1 program, whether they went back to China and stayed there for two years or more. If yes, they do not need to do the J1 waiver and can file I-485 directly. If no, you may contact them for more details. May try other J1 waiver ways if the Chinese Embassy does not help. See:
