-Normally, ypu can renew your AP by filling out Form I-131 up to 120 days before the Advance Parole expires. In your case, you have never received the approved AP due to the mail lost, I do not think you have a problem to reapply for it right away with explanation. You need to file I-131 again as yopu did before. You may go to the USCIS local office to get the emergency AP if you are really in urgency.
