My mom had her interview on 11/2/2010 and received her card on 11/10/2010. When her interview was over which only took about 10 minutes, the officer said that he would approve her case on the same day. We did receive email notification of the approval on the same day and the I-797 approval notice a few days later but the actual card took a few additional days. Worst case would be that your mom can still leave on the 20th and you can send her the physical card later but make sure her case gets approved before she leaves US.
