visa requirement for intern

I am currently a part-time student with H-4 visa. but I want to do internship next summer. Should I change my status to F-1 in order to be eligible for internship(it is a paid job)? I consulted this matter with the school's international officer. He said even I change my status to F-1 now and register full time course load next spring, I am still not eligible for intership for next summer as I am not a full-time student this fall. Is his answer right? Also, is there anyone who did internship off-campus (work for other company) during your first or second school semester?
I really do NOT want to miss the internship opportunity. So Pl help if you know any piece of information. Any advice is greatly appreciated. Thanks in advance.
