help! how to get (旅行證)經notary public公證的“兒童申請旅行證的照片為兒童近期照片”的公證書

Did someone have the experience how to get "經notary public公證的“兒童申請旅行證的照片為兒童近期照片”的公證書"? I called the local notary public, but they do not have experience for that. They can only notary my signature, not the photo of the child.
