But the risk to apply fo the H1 visa in Canada/Mexico is that if your visa application is denied, you can not come back to US and have to go to China from Canada/Mexico directly and thus, it is very inconvenient. So, it is not advisable for people who received I-797B without I-94 to go to Canada or Mexico for the H1 visa. Therefore, you had better go to China to get the visa.
