If the sponsor will not file 485 with the primary applicant in the States. He or She will be eligible for “Following to Join”, and can apply for Immigration Visa in US consulate in Guangzhong.

You don’t need file 130/485 for your wife if she is not in the States when you file the 140/485. After your 485 is approved, you can file I-824 to request INS to notice US Consulate in Guangzhou, you wife then can start applying. It may take equally long time for waiting.
