immigratin applicatin for my family

I'm a permanent resident in U.S. Can I help my siblings (we have the same parents) immigrate to U.S ? I was once told that I have to be an U.S citizen in order to file the applicatin. Is that true?

If it's true, can I invite my nephew ( the son of my brother, 9 years old) to visit me here? Are there going to be many obstacles for him to apply for a non-immigration visa in U.S consulate in China?
