She is way too much too much old for Quebec.
For federal, she has poor education points, almost no point from spouse for his same poor education.. Language points just so so (average), I don't think she can get it now.
And next year she will start losing points for old age. This is lethal and her situation can only become worse in the future.
And being a doctor, work aboard, that is not in consideration at all. And even she has 30 year experience, it is treated the same as 4-year experience.
So my advice, don't waste your money and time trying to immigrate to Canada.
