媽媽已有了綠卡，但她有三年沒來美國了，基本是放棄綠卡了。
-To give up the green card voluntarily, Your mother needs to make an appointment with the consulate and brings completed Form I-407, her passport and her I-551 resident card (green card) to the US consulate in China.

聽說如果把綠卡交還給領事館，可以申請一個permission，在五年內出入美國不用簽證。我不知道這個permission 是社麽名字。請教各位。
-Techincally, there is not such "permission" like you said. It is possible the visa officer may issue a B2 visa to your mother with validity for multiple years if she applys for it.
