排期到，收到service request reply

"Based on your request we researched the status of this case. We are activly processing this case. However, we have to perform additional review on this case and this has caused a longer processing time. If you do not receive a decision or other notice of action from us within 9-12 months of this letter, please call customer service at the number."

但是議員問來的信是這麽寫的：
“"The fingerprints and FBI namechecks are current. The I 485s are pending because a visa is not currently available. The I 140 (SRC 06 076 51905) is 2nd preference/China
with a priority date of 01/06. Currently, the State Dept cutoff date for 2nd preference/China is 11/22/05.

"Since it appears that the visa will be available in August, I will order the files and when I receive them, I will refer to an examiner for review/adjudication. They should receive a decision or other notice of action within 60 to 90 days after I refer the files. ”

我現在的case status到底怎麽回事呀？ 這“have to perform additional review"什麽意思呀？
