急：老板不寫J-1 Waiver 的Support Lett

從紐約總領事館查到以下相關信息
關於簡化調整《J-1簽證豁免申請辦法》的通知
四、豁免申請審批所需材料
4、美方機構出具的正式聘書（寫明工作內容、職位、聘用期限並承諾幫助進行豁免申請及轉簽證等內容）或入學通知書（I-20表）
相關問題：
1） 正式聘書是不是就是Offer Letter? 但是一般的正式聘書上均應該沒有“承諾幫助進行豁免申請及轉簽證” 等內容， 這可以嗎？

2） 是不是正式聘書或入學通知書隻要一種就可以了？

3）如果是這樣的話，是不是就可以不要老板的Support Letter?

3） 是不是沒有申請到Waiver之前，絕對沒有可能拿到H－1B?這種情況下還有救嗎？
