I have the same background check problem with USCIS. I have tried all the meausres you mentioned, none of them works now. I guess the ultimate approach is to file a lawsuit in the federal court. I plan to try it if I can't get this resolved the end of this year. At the same time, let us try to be patient and optimistic. Good luck!
