Thanks a lot for your quick reply.
I already double-check her passport and there is no I-94 number on the passport.

Could I go to the Atlanta CBP office to check if they can issue a new I-94?
-Yes. Do it as soon as possible. show the visa and any stamp on the passport by the CBP officer at the port of entry to prove that she was admitted legally to enter US.
