The petition letter also acts as a cover letter. The first 2 paragraphs explains: "This letter is written in support of the I-140 Immigrant Petition for Alien Worker by Oakland University on behalf of Dr. xxx for classification as an “outstanding professor/researcher” pursuant to Section 203(b)(1)(B) of the Immigration and Nationality Act. We wish to continue xxx permanen'st employment in the tenure-track position of Assistant Professor of xxx.

This letter and supporting documents provide evidence that Dr. xxx is a recognized outstanding researcher in xxx fields. The evidence includes: (1) Dr. xxx’s original scientific or scholarly research contributions to the academic field in the form of authorship of scholarly articles in scholarly journals with international circulation; and (2) Dr. xxx’s participation as the judge of the work of others in xxx fields."

Then the following sections:

The Petitioner

Deion of Teaching or Research Position

Deion of Dr. xxx’s Eligibility for Classification as an Outstanding Professor/Researcher
1) Dr. xxx has more than “three years of experience in teaching and/or research in the academic field”
2)judging of others' work
3)published articles in..。。

Documents Submitted in Support of Petition as Outstanding Professor/Researcher (列17個item清單加deion. e.g., a paragraph for each reference letter.）

Conclusion

這樣可以嗎？ 還是一定要再加一封cover letter？ 之前的PERM-based I-140 是學校給file 的，同一個lady 幫我做的這個letter.

這 Item 1到17的 tabs可怎麽做呢？到Staples看了，也沒找到能用的。 ：-（ 您有什麽建議嗎？
