Assemble 文件時, how to make tabs at the bottom?

USCIS General Tips said: "The use of tabs assist in locating items listed as attachments. The tabs should be placed on the bottom and not the side for ease in filing;"

係裏的秘書說都是 tabs on the side, don't know how to make tabs on the bottom. 請教大俠，用什麽tab可以呢? Google說 有一個特別的divider (1421)。 是用標簽貼在這種divider上麽？
