Today, we received the following message written by the State Department’s Charles Oppenheimer:

“Just wanted to let you know that the August cut-off dates have been delayed because of all the inquiries I am getting. But I also wanted to let you know that the China/India E2 cut-off will be advancing more than I had anticipated for August”
