sign their application. so 17 is way out an adult and can understand what she was signing in.

Actually last year, I was thinking about my daughter's future issues about immigration when my kid was in the same situation as your kid(she needs green card to apply for college. fortunately she got her green card in April 2010 based on her dad's EB1a for her college application in 9/2010.). That time, I thought about the same excuse as yours. But I know that way is just used only when you have no way to go.
