我配偶H1b換雇主，已提交129收到收據,我準備從L1換到H4.不知道對問題3. Is this application based on a separate petition or application to give your spouse, child or parent an extension or change of status? 該答YES還是NO.

1.答YES的分析：認為"to give..."是說明"this application"的，但問題是我自己是申請人，是為我自己，而不是我配偶、子女申請I539啊？

"base on a separate petition" means whether your H4 is based on another petition (here is based on your spouse's H1 petition and this H1 petition is given to your spouse filed by the employer) and of ocurse, it is.

2.填NO的分析：認為"to give..."是說明"separate petition or application"的。我申請確實是基於配偶另外一個申請，但認為那個I129申請不是CoS/EoS，所以填NO. 這種理解似乎也有點怪。
