基本情況：NIW 140 approved;485 pending.申請過一次勞工卡，但沒有用，現在已經過期了。現在一研究機構做博士後，將要轉到另外一個大學繼續做博士後。從現在工作結束到拿到H-1B transfer的receipt估計有一個月的gap（本以為時間足夠了，但是international center的人效率太低了）。現在再申請勞工卡可能也來不及了。

Noramlly USCIS will put your H1 petition information into the system in one week from the adte you send it out by Express oevernight. So, you can work for the new employer after you send the H1 petition out for a few days.
