You may just work in FL and wait for the pending H1 approval (hope you do not get the RFE like most H1 petitions), then your employer just file an H1 amendment and this will reduce your h1 cost (h1 amendment does not need to pay the antifault fee and training fee) if all the fee is paid by you (the fee is supposed to be paid by the employer based no the law).
