1) Is there any risk if I apply H1 extension at the same time?
-No.
Will USCIS refuse my 485 because of my H1 application?
-No. It is irrelevant.

2) Based on my 140, I will have 3years H1B extention, but if I relink 485 with his 140, is there any impact on my H1b application? Will USCIS only give me 1 year?
-I do not think so. Because the relink is based on your spouse EB1, and thus it irrelevant to your H1.
