If my h1 approval notice has no I-94 card, I need go out of US as you suggested. Whether do I need to reapply for my visa by going back China?
-Yes, you need to the H1 vis ato come back to activate your H1 status. But you can also go to Mexico or Canada to get the H1 visa if you want to.
