My question is: after quitting, is my employer obligated by law to report my leaving to uscis?
-Yes, by law. If they do not do it, they need to pay your salary even if you do not work for them (without any other punishment other than paying your salary). Some employers do not ask USCIS to cancel the H1 if the laid off H1 employee does not ask the salary after quitting the job.
